The util-macros package contains the m4 macros used by all of the Xorg packages.

Install util-macros by running the following commands:
./configure $XORG_CONFIG
This package does not come with a test suite.
Now, as the root user:
make install
$XORG_PREFIX/share/pkgconfig and $XORG_PREFIX/share/util-macros
